RT-PCR LABORATORY TEST

For trips to Portugal, passengers must present, at the time of departure, proof of a laboratory nucleic acid amplification test (TAAN) or rapid antigen test (TRAg) for screening for SARS-CoV-2 infection with negative results, carried out within 72 or 48 hours before departure, respectively. Airlines will be responsible for verifying the existence of the aforementioned test at the time of departure.

National citizens and foreign citizens with legal residence in mainland Portugal, as well as diplomatic personnel stationed in Portugal who, exceptionally, do not have proof of a negative screening test for SARS-CoV-2, must perform, upon arrival, before entering mainland Portugal, a nucleic acid amplification test (TAAN) or rapid antigen test (TRAg) at their own expense.

AIR TRAFFIC TO PORTUGAL

Essential and non-essential travel to and from mainland Portugal is authorized:

- for passengers coming from the Member States of the European Union, to and from countries associated with the Schengen area (Liechtenstein, Norway, Iceland, and Switzerland);

- for passengers holding an EU COVID Digital Certificate and passengers holding a digital certificate for a COVID-19 vaccine with marketing authorization;

- for passengers possessing proof of vaccination attesting that the vaccination schedule has been completed, for at least 14 days, with a vaccine against COVID-19 with marketing authorization;

- passengers traveling to and from destinations whose epidemiological situation is in accordance with the Council Recommendation (EU) 2020/912 of June 30th, 2020, included in the list to be defined by the members of the Government in charge of foreign affairs, national defense, internal administration, health and civil aviation, subject to confirmation of reciprocity;

- passengers on essential journeys, from countries not identified on the list and to be defined by the members of the Government, namely:

- travel for professional, study, family, health, or humanitarian reasons;

- travel to allow the return to the respective countries of foreign citizens, who are in mainland Portugal, provided that the competent authorities of those countries promote such flights, subject to a prior request and agreement, and respecting the principle of reciprocity.

MANDATORY PROPHYLACTIC ISOLATION IN PORTUGAL

The presentation of the EU COVID Digital Certificate dispenses with the presentation of proof of a test for screening for SARS-CoV-2 infection. However, compliance with quarantine or prophylactic isolation can be exempt, when imposed for travel reasons, namely by virtue of the country of origin, with the presentation of:

- EU COVID Digital Certificate of vaccination or recovery;

- Equivalent certificates issued by the authorities of Albania, Andorra, Faroe Islands, Iceland, Israel, Liechtenstein, Northern Macedonia, Monaco, Morocco, Norway, Panama, San Marino, Switzerland, Turkey, Ukraine and Vatican; and

- Proofs of complete vaccination and recovery issued by third countries and recognized by order of the members of the Government in charge for areas such as foreign affairs, national defense, internal administration, health, and civil aviation.

The tests are not required for children under 12 years of age.

Passengers coming from countries considered at risk within the scope of the pandemic situation caused by COVID-19 included on the list to be defined by the members of the Government in charge for areas such as Foreign Affairs, National Defense, Internal Administration, Health and Civil Aviation are required, after entering mainland Portugal, to undergo a period of prophylactic isolation of 14 days, at home or at a place indicated by the health authorities, not considering an airport stopover in any of these countries as the country of origin.
